Driveway placement: no permit needed
The simple version: if the dumpster sits entirely on private property — your driveway, an apron, or a graded pad — Monument does not require a permit. This covers the large majority of residential rentals in 80132.
Our roll-offs ride on driveway-friendly rubber wheels rather than steel, so concrete and asphalt drives come out clean. That matters in Monument, where HOAs would rather see a bin on the drive than at the curb.
Street or right-of-way placement: get approval first
If the only workable spot is the public street, the shoulder, or anywhere that narrows a travel lane or blocks a sidewalk, you need right-of-way approval from the Town of Monument before delivery.
- Ask for the right-of-way / obstruction permit through the Town of Monument public works counter
- Expect requirements around reflective markings and overnight visibility
- Confirm your dates before you book delivery — approval timing drives the schedule
- Never block a fire hydrant, mailbox cluster, or an intersection sight line
HOA rules in Woodmoor, Jackson Creek, and the Tri-Lakes
Several Monument-area subdivisions run active architectural or covenant committees. They rarely ban dumpsters — they care about how long the bin is visible and where it sits.
Two rules cover most covenants: keep it on the driveway, and keep the rental short. A 3-day rental satisfies almost every duration limit we have run into up here, and it costs less than a 7-day.
- Driveway placement, not the street or common area
- Short rental window — 3 days clears most visibility limits
- Notify your HOA if your covenant asks for advance notice
- Keep the load below the fill line so nothing blows into a neighbor's yard
Access realities on Monument driveways
Jackson Creek and Sanctuary Pointe drives are newer, wide, and flat — a 30-yard sets easily. Older Higby, Red Rocks Ranch, and upper Woodmoor drives are longer, steeper, and sometimes gravel near the top. There we bring a 20-yard and stage near the garage apron instead of pushing up the grade.
You do not need to be home for delivery. Text or describe where you want it and which way the door should face, and our driver will place it accordingly.
What still is not allowed, permit or not
- Loading above the marked fill line — an overfilled bin is not legal to haul
- Paint, solvents, oil, chemicals, batteries, or other hazardous material
- Tires, appliances with refrigerant, or propane tanks
- Mixing dirt, rock, or concrete into a light-debris load without telling us first
